Okay, well, first, to make an avatar, you need an image, right? I am using this one~

One

First, open the image, and click on, Filters -> Enhance -> Sharpen, then go to 20 and click OK.
Second, duplicate the layer "Background", click on Filters -> Blur -> Gaussian Blur -> OK. So here's what it should look like: (Warning: My Gimp window may be different because I changed it.)
&
Okay, after you have blurred it, go to your Layers window, (The one with the layers..) and where it says, "Mode:", click on the button that says, "Normal", and change it to "Lighten Only". Doesn't it look a bit better qualitied? Now, on the Background Image, click on it, and make that to "Lighten Only" as well.
Now, I will use this Gradient that I have made myself! =3
DON'T FORGET TO SAVE!! >___<

Two

IMPORTANT, when you paste it into the image, go to your Layers Window, and right-click the image that says "Pasted Layer", and click on new layer. Now, change it from Normal to "Grain Extract". But you can also feel free to experiment with other modes as well. ^^

Three

I am now going to use this texture, made by our very own Co-Webmistress. I have cropped part of it, and pixelized it already. So you just have to paste it! IMPORTANT, when you paste it into the image, go to your Layers Window, and right-click the image that says "Pasted Layer", and click on new layer. Now, change it to "Screen". Then, the "Background", right-click it and "Duplicate" it. Drag it to the very top and click "Burn". Okay, so after you have adjusted it, and played with it, I will show you how I did so far. Here is what I have so far:

If you would like to finish here and add a border, skip to the end. If you would like to proceed with brushes/text, please continue. ^^ Well, at this point, it looks pretty okay, no? Okay, Gimp Brushes..
DON'T FORGET TO SAVE!! >___<
I can't say that enough to get it encrypted into your mind. =3 I've had layouts made and deleted because Gimp froze. It's not good at all~ So, we should continue. I will use cute little Butterfly Brushes from Akatsuki Designs, Stamp ID: 005, the cute little Butterfly ones. Download it, extract it, and open it into Gimp. I just sort of take the Rectangle Select Tool (The first tool, the one with a rectangle.) and select a butterfly (or several), Copy, then paste it into the Avatar, like so:
&

I did the same with Akatsuki's Random Shapes Brushes (ID: 007), here:

Four

I have added the font. The font name is Bickham Script Pro. I do not recall downloading it, so it was probably installed on my Computer. I'm not positive on where to download it through, I apologize.
Now! Supposedly, you wanted a Shadow on your Text.. You would just go to Filters -> Light & Shadow -> Drop Shadow Choose the Preferences of your choice and click OK.

Five

Borders: You just make a new layer, by right-clicking the top one and clicking New Layer, then OK. After that, you go to Select -> All and then you go to Select -> Border And choose how wide you want the border to be, I normally recommend 1 or 2. and click OK. After that, select the color of your choice, go to the Bucket Fill Tool, and fill in the space in between the moving dashes.
